Administration
Mission
To provide efficient and timely provision of Unit Record Support (URS) services and personnel support services to military personnel serving at NDHQ and to assigned units within the National Capital Region (NCR) and abroad.
Organization
The Administration Section, headed by the Senior Administration Officer (Sr Admin O), is composed of the following six sub-sections:
Customer Services,
Corporate Services,
Personnel Development,
Chaplain Services,
Personnel Support Programs (PSP) and
NDHQ Library Services.
The Sr Admin O is also overall responsible for housing activities at the Rockcliffe and Uplands sites
Reception Desk
The Reception Desk sub-sections provide core Unit Record Support (URS) services to over 6,142 Military Personnel, serving both within and outside the NCR. The responsibilities include routine administration of personnel, pay and benefits, orderly room services, release and record support. In turn, the Reception desk is divided in four sub-sections, namely: Pay & Records, Release and Military Foreign Services, providing services as presented by the slides.
Personnel Support Program (PSP)
The PSP section provides military physical education, sports, community recreational programs, health promotion, mess services and NPF [alt text = Non Public Funding] Housing to the military community. The section aims at enhancing the quality of life of the military community and contributing to the operational readiness and effectiveness of the military members in the NCR.
Corporate Services (CS)
The Corporate Services sub-section is responsible for the delivery of mandated programs affecting the well-being and discipline of personnel. It is also responsible to deliver services intrinsic to CFSU (Ottawa)’s general administration. Key responsibilities include:
- Grievances;
- Access to Information and Privacy Act;
- Dispute Resolution;
- Administrative Investigations;
- Service Personnel Holding List (SPHL); and
- Return to Work program (Military).
Personnel Development (PDev)/ Personnel Selection
The PDev sub-section provides personnel enhancing and career-related services, which include: personnel selection assessment for occupation transfer, commissioning, and special employment; counselling services and Second Career Assistance Network (SCAN). The two-day information SCANS seminars are scheduled throughout the year. PDev delivers four regular SCAN seminars in Ottawa, 1 in Europe (Geilenkirchen) and 1 in USA (Colorado Springs). In addition, PDev delivers an Executive SCAN seminar in Ottawa, which is normally held in late Feb. The Executive SCAN seminar is tailored for officers above the rank of LCol/Cdr.
The client base is approximately 8000 military personnel serving throughout the NCR and abroad, the USA, Continental Europe and on foreign exchange postings worldwide. The organization is relatively well established with no major issue to report.
Chaplain Services
Chaplain Services offers sacramental ministry, crisis intervention and pastoral support to military members and their families located in the NCR. Chaplains also play a key advising role to Command on issues affecting CF personnel and their families.
NDHQ Library
The NDHQ Library provides information services to DND/CF staff in the NCR through the selection and acquisition of information products, the organization and maintenance of resource collections, the circulation of library materials, and through the provision of reference and reader service programmes, including inter-library loan services.
